The Torroella de Montgrí City Council, in coordination with the EMD of l’Estartit, is preparing a battery of economic and technical measures, and a promotion plan to mitigate the impact of Covid-19 on the tourism and commercial sector, and face the new scenario of deconfinement. The program of proposals is very advanced, but now it will be possible to finish defining it with more precision once the State has made public the dates and phases for returning to normality. This calendar is essential to be able to address the measures that will need to be applied as a destination and clarifies the situation a little more in business activities in particular. The mayor, Jordi Colomí, and the councilor for Tourist Destination, Dúnia Oliveras, sent a letter to the entire sector yesterday in which the municipal firm commitment to supporting the entrepreneurs, activities and people most directly affected was conveyed, but also to promote an ambitious strategic plan for revitalization. Despite the current adversity, they are optimistic and hopeful because they consider that the destination, due to its attractions and its offer, is very well positioned to face the new scenario. They highlight aspects such as environmental quality, the Natural Park brand, the family offer, the large beaches, active tourism, local food products or the family nature of many accommodation activities. As a differentiating factor, in relation to other destinations, Colomí and Oliveras also highlight the important work done for decades in the field of sustainability, which has been distinguished with important international awards. The municipal plan that is being drawn up takes into account economic, technical and promotional aspects, and does so globally, as a destination, but also for specific activities: accommodation, catering, concessions on the beach and port, campsites, small businesses, public spaces and commerce. Depending on each case, actions and aid are proposed. The set of measures will be agreed with the sector and with the rest of the municipal groups in opposition. The overall work strategy involves three points: strengthening the attraction of local tourism, highlighting the sustainability and quality of the territory and strengthening aspects related to safety and public health. On an economic level, the City Council will facilitate the payment of taxes in installments or in arrears, without interest or surcharges.
In the case of concessions on the beach and port, the City Council will ask Costes de l’Estat to reduce or eliminate the occupancy fee. If the request is accepted, it will be applied to the concessionaires. Regarding the occupancy of public roads, all establishments, including weekly markets, will see the amount reduced by the result of the proration applied to the days of mandatory closure decreed by the State. Although the reopening of establishments is governed by the measures decreed by higher administrations, the City Council will provide maximum facilities so that they can make the necessary safety and capacity adaptations. No fee will be charged and the processing can be done via Prior Communication, which is much more agile and faster. The City Council will also facilitate, whenever possible, the expansion of terraces at no cost, in order to mitigate the capacity limitation that the State will establish.
